Security conditions in Russia are still very low. Caucasus region of Russia is the most dangerous part of the country. Despite government’s assurance, the state of emergency from insurgents is still high. Russian security forces have proved that they can act cruelly, but this does not ensure the security.
Organized and common crime is still major threat for public and individual safety.
We assess, that despite Kremlin efforts (which permits breaking HR) the security level during OG will be still low.

Worry is rising over the risk of terrorism at Russia’s
2014 Winter Olympics. Last week’s deadly attack on a hydroelectric
station in Russia’s deep south only added to the concern. The number of
attacks in the predominantly Muslim North Caucasus was up 57 percent
last year, and unlike the Chechen wars of 1994–2001, these killings have
been the work of a bewildering array of rebel groups, some motivated by
radical Islam but others by separatism or clan warfare.

The
Division for Especially Important Cases of the Investigatory Department
of the Russian ICPO (Investigatory Committee at the Prosecutor's
Office) for the Krasnodar Territory has sent to the Regional Court the
criminal case about the series of explosions committed in Sochi in
2008-2009 and other crimes, as a result of which 14 persons perished
and 20 more were wounded. Ilya Galkin, a former militiaman, and Mikhail
Denisenko, an employee of a TV company, are accused of these crimes.

Currently,
a former militiaman Ilya Galkin and a local resident Mikhail Denisenko,
accused of triggering a series of explosions in the territory of Sochi
in 2008-2009, get acquainted with the materials of the criminal case,
which will then be sent to the public prosecutor for approval of the
charge. Inspectors assert that the defendants' actions resulted in 7
casualties and about 20 victims.

In less than two weeks, a full year will have passed since the fatal shooting spree
by a drunken Moscow police major that set off a public relations
firestorm for Russia’s embattled Ministry of Internal Affairs. Russian
media, politicians, and citizens alike have been overwhelmingly united
in their calls for radical reform of a police force notorious for its
brutality and corruption. While the president calls for staff cuts and
wage increases and the internal minister faces a summertime deadline
to show some results, scandalous incidents involving the police
continue to appear almost daily in the Russian news. But even after so
many stories of bribery, beatings, torture, harrassment, attempted murders, murders under the influence, driving under the influence, using people as human sheilds, using slave labor, and systemic corruption covering up so many other abuses of authority, one cop in the Urals region of Chelyabinsk has still found an ingenuitive way of outraging an already furious population.
