The Russian Navy Recalibrates its Oceanic Ambitions |

In
early October, the Russian Deputy Minister of Defense Vladimir Popovkin
announced the decision to take two heavy nuclear-powered missile
cruisers (TAKR) out of conservation and restore them to the active
fleet. This decision coming just one year after the Petr Velikii (Peter
the Great), the fourth ship of its class and the only one then in
service, set out on a long-range cruise that took it from Severomorsk,
the home port of the Northern Fleet to the Mediterranean, Caribbean,
South Atlantic, and the Indian Oceans. On this voyage, which lasted
from September 22, 2008, to March 10, 2009, the Petr Velikii exercised
naval presence –taking part in naval maneuvers with friendly powers
(Venezuela and India), making port calls and even engaging in
antipiracy operations off the coast of Somalia. The arrival of the Petr
Velikii at the port of La Guaira, Venezuela, in late November coincided
with the state visit by President Dmitry Medvedev shortly afterwards
(Interfax, October 2).

The
French government and, apparently, the Élysée Palace are moving fast to
sell at least one Mistral-class helicopter carrier to Russia, possibly
for deployment in the Black Sea. Such a sale would endow Russia with a
modern naval and amphibious warfare capability that Russia currently
lacks. The Mistral is by definition a power-projection capability and
it can be deployed for intimidating effect on Russia’s maritime
neighbors.

According to Lithuanian media, recently in the 36th km north of
Vilnius, in the Shirvintu (Širvintų) area, a section of the gas
pipeline 'Minsk-Vilnius-Riga-Panevezys' exploded. Flame of explosion
went up a hundred meters into the sky, it was visible within a radius
of several kilometers, and even from Vilnius. It took two hours to
extinguish the fire in the forest, and anti-terrorist unit arrived at
the scene of the explosion.

Russia's neighbors should not take responsibility, trying to change
their relations with Moscow, because it is the Kremlin's actions
determine the existing tension, says a well-known political expert,
Senior Fellow, Jamestown Foundation Vladimir Socor.
The analyst was critical about the statement made by NATO's General
Secretary that Russia poses no threat to the Baltic countries.

A Russian gang "Duma" promptly adopted on October 24 in the third and
final reading amendments to the "law" "On defense", proposed by the
formal leader of Russia Medvedev.
They significantly expand the geography and the operational use of Russian bandit "armed forces" abroad.
The new "law" "permits" Moscow to conduct occupational war around
the world. Previously, it has already caused serious concern from
Ukraine's side.
